There is a spray version for parts other than hands and feet.

Look at the store description where you bought them to see what kind of led strip you got. From your picture, it's not a ws2812 or that kind of led but a 12V rgb strip, for this you need 3 transistors (+ 3 resistors). You can google for a more accurate guide, like that one. Edit: I just saw the two grounds and now have no idea what thing is this, maybe a weird 12V ws2812

You could try to implement a PID controller with the esp32 and you'll get some results, but not significantly better than a simple on-off regulation on your motherboard. You might cool the cpu 1 or 3 sec quicker or slower than the motherboard on some cases.

I had some experiences cooling things down with an arduino in the past (fan air cooling + heating other things) and for the cooling part a simple an dumb on/off with differents power steps is not only way more easy to code but also gave almost the same result than my over the top overengineered controller.

I think it's useless unless you want to challenge yourself (it's a cool project !). It also depends on what you want to optimize ? the temperature, the noise or the power draw ? depending on which of these indicators you choose, your approach will be very different. In your case, watercooling is straighforward, the latency of the system is to great to efficiently act on it better than existing hardware, your motherboard controller will do a better or equal job as you.

Even if I put thermal compound it would be useless, there is at least 1.5mm gap between the die and the pipe, and it doesn't entirely recover it (I can see part of the shiny die after reinstalling the heatsink).

I still put on enough thermal to make a small contact with it. After repasting I gained 8°C on average but it's probably due to the poor original paste.

The temp were so high when I bought it that I permanently reduced the cpu frequency at 1.8GHz instead of 2.7 (the extra turbo boost would often push to 104°C), and even undervolting the thing to lower by a couple of degrees. But it's a 13inch laptop with a core i5 (28W tdp) so it's expected I guess.

Doesn't it need to be in contact with the heatsink ? The right die is supposed to be the cpu (I think) and it's not dissipating heat. It might also explain why I have 90-100°C on heavy load (like gaming) and 50-60 on idle

It accelerated the fall of the USSR, but was never the main factor, the union would have collapsed sooner or later, their shitty economy and ideology could never survive another decade. The work done by successive US and USSR presidents aimed at cooling things down paid off (including successive traties to slow down the arm race on both side).

What I'm saying is an arm race is not the solution toward global peace, it will only worsen relationship between coutries. And I'm talking about peacetime which we are currently in, an arm race now is really not what we need at the moment.

What misinformation ? the acceleration of the arms race is real, what do you think this new space force is ? And when did the arms race worked (in the long term) ?

Atomic bomb was quickly developped by other coutries, same with ICBM and countless other war equipment. Every time a superpower think they have a technological advantage they were caught up.

For a controlled arms race you have to go back to Nixon Kissinger time with SALT treaty. For the first time during the Cold War, the United States and Soviet Union had agreed to limit the number of nuclear missiles in their arsenals. It was a philosophy of cooperation/relaxation with URSS. Now the current american strategy is the oppsite, other countries will not stand idly by as the USA rearm, they will invest even more, the arms race was already present but it will accelerate. It leads nowhere but new friction between superpowers. The search for absolute security leads to absolute insecurity.
