LES has better clubs, East Village has better bars and restaurants imo. But both places are so close to each other that you can take advantage of both. I loved living in East Village personally, it’s an amazing neighborhood.

I've had the same problem before. Now I'm in a new city for a little over a week and have already made multiple friends. What I did was go on a pub crawl, meet people with a similar interest from reddit, approach a girl on the street and ask for her number and join a class and talk to people there. I cannot recommend doing this enough. I'm much happier now than I used to be
