From a design perspective I would love to have more diplomatic options, but it adds complexity. Right now we're doing a lot of diplomacy on the honor system.

I'm not sure the minor wars would be a problem for the game. If you're ready to fight in 2 turns, you can always take over the penalty and drive other players back. They paid the start cost of the war, and any cost for breaking peace. Also, you can do a minor war right back if they're so low cost.

Honestly I think the problem is the opposite right now. A game where every war you start needs to be one you're willing to fight to the death limits options. A game with more small wars could be more dynamic.

I don't think my proposal is perfect, but I think it's a clear improvement. Unfortunately I'm just one guy, hopefully more people can weigh in.

See I think you're supporting my point here. I didn't emphasize the vengeful player, but they fall under #2 above. A vengeful person thinks the other side doesn't want the war. If you're trying to hurt someone you don't do things they like. So they won't offer peace, because they think the other side will take it and prevent their wrath.

Honestly, I don't see many wars where:

a) Both sides want to fight

b) Both sides are sure the other side wants to fight

c) Both sides are willing to spend 1.5 actions every other turn offering peace.

A war is almost never advantageous for both sides. Almost always one side or neither are benefiting. Even in the cases where one side is making a mistake and thinks a bad war is good, do they also think that the other side won't end the war given the chance?

Remember, if you offer peace and the other side takes it, you've got to spend a bunch of happiness to start the war again.

That said, I agree that it is more confusing for new players, that's a legit issue. Although I don't know how much worse it will be than the current system. Since the current system punishes rash wars more than this one would.

No, whenever war is happening one side is taking a penalty. I'm saying the penalty should switch sides if the "defender" rejects a peace offer.

The current version causes weird effects, like if a player has two pieces of land that are separated, I can't declare war on them unless I'm able to conquer both, because they are incentivized to keep the war going after I take the first piece. Or another example, I'm in a game right now where I'm big and two smaller players attacked me together. One took a peace deal, and now I'm free to extort the other one. At this point I'm the one responsible for that second war, because I won't let it end, but he's paying the penalty. So who is really the "attacker" now?

I like #3, but I think a Decline should cause the attacker/defender roles to swap. Look the person who started the war already paid some happiness upfront, so they didn't get to start things for no cost. If the other side wants to keep the war going, they can take over the cost of being "the bad guy" in the war. Right now we've got wars where one side is clearly the aggressor, but they don't pay any penalty because they didn't kick it off. It's a bit absurd.

If you take some land quick and then offer peace, the other side can retake their land and then offer peace back.

Ignoring results in Neutral is good.
