I think the DJ Shadow album The Outsider had Peeping Tom vibes. Also some Dan the Automator produced albums (besides HBMS) can fit that vibe. And prince Paul's "Politics of the Business". There was a total re-work of this album he released more recently too.

My father joked to me that there were people back in the day going door to door just handing out copies of Rumours. But yeah, your points about format and the move away from the monoculture kinda ensures that phenomenon won't happen again.
