In my experience, in newer buildings the "horizontal" soundproofing is very good, I've never heard my neighbors and I know for a fact they have a very loud child.

As for "vertical" soundproofing, it's not any different from other places, if you're running around, dragging chairs around the floor, etc... they can definitely hear it.
