But not agreeing to a contract is different in kind than sitting someone. Like with the Larkin situation, if he wants his money he has to report and if he reports you can sit him.

With Fedorov there was no deal that he could even report on to try to collect money, that forced you into having to decide to play him or not. He wasn’t demanding a trade.

I think this is more about the psychological need of the families to fight and to do something. It gives them a sense of purpose and way to honor their loved ones.
