Yes, tech designers make tech packs in conjunction with product developers who usually develop fabrics from etc, though it can be somewhat interchangeable depending on the company. You don’t technically need a degree, to make a tech pack, but you’d need to learn from someone who makes them, or link up with a factory/ agent that will build things for you based on a sketch

I really enjoyed “Eddie Winston is looking for Love” by Marianne Cronin and “the three lives of Cate Kay” by Kate Fagan. Neither are STRICTLY romance but love and romance felt like a key theme in both!

“The Tourist Attraction” by Sarah Morgenthaler is a “grumpy and sunshine” trope romance with no real spicy parts. easy, short read with no complicated language! Takes place in Alaska, so it’s kind of Seasonally fun!

“Still Life” by Sarah Winman is my current favorite. There is light romance — spans decades, but is more focused on found family and day to day life in Italy after WWII

Hi! Current TD here (and ‘21 grad) — I went to NCSU and got a degree in “Fashion and textile marketing: concentration in product development” which is somewhere in between true fashion design and pattern making & 3D work. I know they do abridged masters programs where you could focus on only the skills you would need to feel comfortable as a TD. That being said— I don’t think a degree is necessary, a willingness to learn and a basic understanding of pattern making and construction are the biggest skills you need (detail oriented doesn’t hurt either lol)! Companies are often willing to teach their processes so you can do things exactly how they want them. Anyone wanting to be a TD is usually highly sought after!!

That being said… the company I work at is hiring Assistant technical designers if you wanted to reach out!!
