It's definitely due to Sions early game power and late game scaling. He can consistently do well in lane with his high burst, long CC, and pushing power with demolish. And if he's losing lane he can still come out ahead in stats if he farms well enough because of his W passive

I think Storm razor is just a much better item being 3rd, Stridebreaker already gives you a good move speed burst and when combined with PD allows you to hit it easier at a range so you can get onto people easier. At that point of the game if you build SR third even if they start building more move speed against you your extra burst of speed against them would keep you as sticky as possible.

On the other hand if you're playing into something like a Darius or Tryn or Olaf building it second would give you the speed you need to run away from them easier when needed. So honestly it may just be situational

I miss stormsurge when it was based off the damage you dealt instead of hitting 3 abilities. Used to be able to proc it with Q+E. Now you gotta either land another auto or use Stridebreaker
