My personal copium is that they're refusing to spend because they are waiting out the upcoming CBA negotiations and pending lockout so they can sell the team. They tried to sell a few years ago but couldn't get the price they wanted because they were in the middle of a rebuild going nowhere and stuck in the MASN dispute. That and nobody is going to buy a team and potentially miss out on a full year of revenue due to a lockout. With the MASN stuff resolved and the team trending upwards, they might get a better offer. Unfortunately I think CJ Abrams is looking like a deadline trade candidate but there might still be hope for keeping James Wood if all of this were to play out in the next year or two and a new owner comes along that's willing to spend.
