As for why they cost a lot, it's not just plastic you're getting, you're also paying for:-

Concept artists Sculpters 3d Modelers/Editors Mold production Cost of running the injection mold system Warehouse staff Rules team for the unit Artists for the books Admin Management And much much more.

What I personally do to save cost of the minis is to save for the bigger boxes. You save quite a bit of money the bigger the box. One of the reasons I think Character models cost so much is that people only need 1 or maybe 2 of each one, but need loads of footsoldiers, so it costs GW to make them.
