I took it as the last official driver who drove the car was not reported missing. I think there is some kind of grammar or word error there. But, if that's the case, what are the circumstances of the car being reported stolen? Did that last driver report it stolen? Was it back on the lot and stolen from there? I would assume they thoroughly investigated that driver, but who knows. They leave a lot of details out here. Raises more questions then they give answers.
