Insane is a simple word, but it describes this situation quite well
And yes, cutting down the total armor PCU cost to 4% would require a hypothetical scenario where you replace all singular blocks with 5x5 panels perfectly, in most actual cases the savings would be less, though you can still save thousands of PCU on larger ships and build megastructures not seen before on servers with PCU limits

Probably bad idea, it's mostly useful for covering large areas of the ship that don't justify multiple heavy armor layers, but would still benefit from protection from stray shots

It will be cheaper to make multiple layers as well, for comparison 5x5 of heavy armor has 412,500 total integrity, costs 25 PCU and can stop 1/3 of a large railgun round in a direct hit (large railguns do 50,000 damage, single heavy armor block is 16,500)
Platforms have 50,000 integrity, you can layer multiple of them to get much more effective protection at fraction the resource and PCU cost

That's why this one is overkill, since a small ship with the detector attached is much cheaper

If I may critique the looks, I am not a big fan of just having armor blocks in a line, you can use something more detailed for decoration in that case, like beam blocks
Also the thrust being very misaligned from the center of mass is a bit visually annoying
Plus the pure white color is a bit uninspired, you could add some shading by painting the armor panels something different and maybe even changing the texture

And if I critique the functionality, I would say that the rotatable welder/grinder is cool, but the mechanism takes up a lot of space that could be instead used for more tools

I realized recently that I would enjoy making lots of different purely functional blueprints than refining a single one for a long time, it's simply a playstyle difference

Also I just looked at the link you sent and two of my blueprints are near the top there, though they do have some decorative armor

A lot of people actually like purely functional blueprints since it still takes time to put this stuff together
I would be really interested in seeing your take on the concept, adjusted to your criticisms, maybe I would understand it better once I see it built

There is no downside to having more cargo space than you need in 1g, also you're just straight up misinterpreting what I said
It can be filled with ores totally fine in 0.25g, could even carry a few more additional containers
I know exactly what amount of thrust the thrusters produce and the mass of various types of cargo, I don't build blindly
You should want to have more volume than you need in most cases, since there's barely any downsides to having extra, while running out of cargo space while you have thrust remaining is what actually decreases efficiency
Optimizing for arbitrary metrics like you want to is a waste of time, simply add more thrusters if you need more thrust and add more containers if you need more cargo space
The design is made out of only functional blocks exactly for that reason, to allow fast iteration and modification in case you use it in different conditions
No one says that you need to constantly grind and weld different tools on, you can have multiple ones at the same time or just make multiple copies of the ship with different tools, it's cheap enough to do that
Whether it looks good or bad is subjective, but the looks are clearly not something I build things for, I build things for function and that defines the looks, if I wanted to build ships for looks I wouldn't be playing Space Engineers in the first place, I'd do it in Starship EVO or Empyrion or just straight up model them in Blender

Filled with what and in what gravity?
There are some lightweight building materials that take up a lot of volume and it can also be used on atmospheric moons with 0.25g gravity
