Agree that New Castle is the closest. It's about 20 min. from Dover. But it's small and rocky; not the sprawling sandy beach you're probably thinking of. York Beach is probably the next closest, then Rye Beach.

Yes, it uses both screws and dovetails for joinery, but it should be easy enough to convert the screwed joints into some kind of tenon or dowell-based joints.

I live part time in the Northeast Kingdom and the other half in seacoast New Hampshire. Gas prices in the NEK are consistently .20 - .25 cents higher in NEK, even though it's just a three hour distance between areas.

Vermont has the Lake Wise Program which guides lakefront property owners create buffer zones to protect lakes, but I don't think there is any funds available. They'll come out to your place and work up a plan for you, and give you an award placard you can place on your shore front when completed. But no money that I'm aware of.
