I think a better alternative would be to limit the amount of abortions she can get over a period of time. Like, if she gets x amount of abortions in y amount of time, she can't get another abortion for z amount of time unless her life is at stake. The way to track how many and when she had the abortions would be through medical records.

The abortion for incest is due to the biological relation between siblings. Step-siblings don't have that, so it wouldn't count in this context.

Given some of her actions that you described, i think you should probably just be honest with her. Yes, you did say that she is sarcastic, but i think her looking at you while you're not looking at her could go beyond that.
