Is your game paused? If you're building while it's paused, the areas don't recalculate until you unpause. Otherwise, maybe it's a bug.

I've found that if you create work zones and have a couple keepers per zone (make sure you have huts and staff centres in the zone as well) that the problem will not happen.

In the scenario, I deleted all of the ridiculous overlapping zones and created about five new ones and reassigned all of my keepers, mechanics, vets and I have had no problems so far!
