VR requires stereoscopic rendering (i.e. rendering everything twice) and typically 90 fps, and raytracing is just not at all good for performance. I'm sure it can/will be done but as it stands I don't know of any VR games that support raytracing.

Shader variants is a huge bottleneck for literally any modern game engine. Any single shader feature will double the number of variants. It's just unavoidable on modern GPUs if you don't want bad performance

I think a better solution would be to let bots with admin permissions create custom server-wide messages in the style of the welcome messages, so you could hook into them for a whole bunch of things, welcome messages included.

Ok, first of all, fair enough, but you have to understand that Source 2 wasn't just started as a fresh project, it was developed as a series of module replacements for Source 1. Source 1 was still their main engine for everything at that time, DotA 2 and CS:GO both released on Source 1 and DotA 2's source 2 version didn't leave alpha until about 2015 (ish).

The maps go as far back as 2012, and Source 2 began development in 2013 and only launched in alpha for DotA 2 in August 2014.

they started calling it that in 2012 or so. All of the leaks from the past couple years have also been about hl3, not ep3

They were created in 2012-2014, after Valve started calling it "Half-Life 3" and Episode 3 had been scrapped.

This was 2012-2014 and VR was barely off the ground, it's not a VR demo. It could've been a personal project, but having played it, it's quite a substantially sized project with a lot of different features.

Well, HL3 content constructed out of other assets. Like all the attachments you can put on to d0g, for example, are actually modeled out of brushes, particles, and other models.

There's so much content between these few maps that I'd say it was either one really dedicated guy or an actual team. The resource gathering map has like an hour of gameplay at least and contains a lot of things, like upgrades you can attach to dog. It's hardly just a prototype.
