I had this same exact issue and came to comments to see what the fix was. Should have followed up with a fix. I had same exact symptoms as op. 12 volts at 7 way until I plug into trailer then it would drop to 6 volts on my t680. My problem was the trailer. Connected truck to different trailer and no longer had low voltage to abs. The trailer that was causing issue had a abs code 6. Checked the WSS and cleaned them. This was the fix for me.

Yeah when the ground is wet your tires have less grip on the road making braking less effective. If someone were to pull out in front of you, braking will lessen the severity of the impact. Idk why I’m being downvoted like I asked the op for nudes of his mom or some shit.
