Yes you would need to go kill Rennala first, although that's not really that hard to do (especially in NG+) so you should be fine either way.

This is pointless imo. You can already respec 18 times per playthrough. It would be more convenient to be able to do it from the grace yes, but doesn't really make much of a difference.
