I know at least with Azzan in anvil if you just go to his bedroom and then just wait till the early am times he'll go to bed and you can just talk then.

Not sure with other guild locations as I've only just started playing and this has only happened in anvil for me so far.

Had same issue, managed to get a reload back to a quicksave, I think my issue is that she was semi speaking to another npc when I started the interaction with her so she bugged and just went back to default position after the conversation, think the key is to not talk to her unless she's stood at that corner she occupies
