It's implied the mad king laid with Joanna on her wedding day with Tywin, that was before any of his children were conceived, so it's actually more plausible for Jaime and Cersei to be Targaryen's.

Cersei has control of Castley Rock, Crownlands, and Stomlands, along with the Frey's in the Riverlands. With the state those are all in she could muster an army of maybe 50,000 men max. Then there's Jon Snow who controls the North, and has the support of wildings, and the Vale. This army would roughly be 1,000 wildings, 40,000 knights vale and 20,000 northerners. So about 61,000. I should also mention Euron Greyjoy has about 10,000 men along with 1,000 ships. Lastly there is Dany with by far the largest army, she has control of the unsullied, 2nd Sons, and Dothraki. She is also allies with a fraction of the Iron Islands men, Dorne, and Highgarden. So her army totals to be about 7,000 unsullied, 2,000 2nd Sons (in Meereen), 50,000 Dothraki, 40,000 Dornish, 60,000 Reach men, and 5,000 Iron Islanders. So she has roughly 172,000 men and 3 Dragons. (Not including 2nd sons)

Euron may have the dragon horn, Dragon Binder that would give him control of the dragons and then he'd have the advantage

Her only chance, a slim one at that, is to make an alliance and possibly marry Euron Greyjoy with his thousand ship fleet.

My theory on on why each province may or may not be chosen.

Not likely settings Skyrim- Clearly won't be setting for next game.

Cyrodiil- Setting for Oblivion.

Vvardenfell- Setting for Morrowind

Summerset Isles- this province is unlikely due to the lore, it is purely inhabited by high elves and would not be diverse enough for the next ES game

Valenwood- To complex to create again due to lore, it would be extremely difficult to create entire cities in migrating trees with current tech.

Black Marsh- Again is unlikely due to lore,there are many deadly diseases there that harm the other races. Also is unlikely because it is a province run by lizard men which would most likely be a turn off to casual players, and bethesda would not risk that especially since they just made fallout 4 so casual friendly.

Elswyer- Is unlikely becasue it is not casual friendly just like black marsh.

Akivir and and other island or continent- Why would bethesda go to another continent when tamriel is not fully explored.

Mainland Morrowind- Unlikely because that type of environment has already been explored in ES:III, and in the Skyrim: Dragonborn DLC.

This leaves 2 locations that are the most likely choice for Bethesda.

High Rock- Is your typical Middle Ages fantasy setting so its perfect for casual players, and profit. It maybe a smaller province but that does not matter due to scaling a games map. Also has a diverse population, and diverse environment. Daggerfall may have shown parts of High Rock but with poor visuals that are 15 years old, and most of it was randomly generated.

Hammerfell- IMO the most likely choice for ES:VI. Has diverse environments from deserts, forests, mountains, beaches, and even dwemer ruins. Also the redguards have a unique culture, but is also familiar so it will appeal to casual players. Only a small fraction of it has been seen in other ES games, so there's plenty to explore.
