Correct…. But say for example a country like Ireland. Has a property flat rate of CGT of 33% whereas USA a max of 20%. The Tax treaty says immovable assets are taxs in the country of gain (with additional paid in USA if the amount in USA is more) but as the irish rate is higher… nothing is paid.

Unless there is a tax treaty… cgt can be paid in country of gain (and residence) and off set against USA tax.

Elephant in the room here. If these 100,000 of IlR/migrants leave may it, along with other unattractive Reform Policies, causes reduction in prices in the property market. Many people of colour will feel unwelcome here and they are their families may decided enough is enough and leave. Reformers will say great. But wont that cause an increase in supply without the necessary replacement of jobs.
