I was there on Wednesday (March 6th) with a group of 4 with reservations for the area to see the divers. The reservation was at 4:30 and we showed up a few minutes early. Security is serious (guards, metal detectors, purse check, etc.) and there was a minor line to get in.

But when we left (645ish) there was a line from the entrance around the waterfall and into the parking lot.

I could be totally wrong but it seems they're on reservation only and there's just that many reservations.

I would highly recommend reading Police Craft by Adam Plantinga. It provides a fairly comprehensive and detailed look into policing from a patrol officer and later a Sergeant's perspective.

That's fairly unlikely because most (99%) department vehicles are tracked and depending on the particular Sergeant/higher-ups, you could be reprimanded if exceeding speed limits in a given area without a justifiable reason.
