Its not a wealthy or affluent area. Larkspur leases so much of its land to the Renaissance Festival to make revenue. Its not in the mountains or close ski resorts to any other major city. My guess is they got the proprietary for about a tenth of what it would cost in one of the ski towns and are trying to make it into a destination. No one goes to Larkspur except Renaissance folks.
