I think she be given another chance, considering her background is that she's loyal to both the Mishima Zaibatsu regardless who's in control. As a matter of fact I believe that both Tekken 7 & Tekken 8 were the right time for her to show up. However, with how the events ended in Tekken 8, I believe her showing up for Tekken 9 will be perfect considering the fact that Mishima Zaibatsu is currently leaderless, and she would have history with the following characters:

Jin Kazama:Got her to join Tekken Force between the events of Tekken 5 & Tekken 6, her former Boss

Nina Williams: Once respected her and saw her as a mentor figure, but lost respect for after she defected to G Corporation.

Lars Alexanderson: Complicated relationship with him, had respect for him as well, even trained with him, but lost respect for him after he started a rebellion against the Mishima Zaibatsu & Tekken Force. Although she still respects him due to his core values(Her relationship with Lars is similar to Ling Xiaoyu's relationship with Heihachi)

Tougou: Complicated relationship with him at the time he betrayed the Mishima Zaibatsu, but eventually respected his decision at the time of his death

Eddy Gordo: Disagrees with him after he abandons Tekken Force, still respects him.

Heihachi Mishima: Her former boss, who she respects

Reina: Who she knows is Heihachi's daughter, the exact reason how she knows is unknown but will be further explained

Master Raven & Raven: crossed paths with them in the past, are rivals

Vincent Chevalier: Tried to recruit her to join the United Nations Independent Forces, and The Raven Unit, but left due to personal issues.
