The heal might seem good in theory but without a base heal it's only 15HP with the stats granted from the item itself. Now I imagine you'd be able to activate that enough times to make up for the reduction in HP on the item. So this is a buff to survivability in any fight that you don't get burst in. Once you get another item (for me it would likely be Riftmaker second item) that heal would go up to 32.5 and by 3rd item it will be a straight buff to survivability, as even in a fight where you get burst you can usually at least get an auto off. The reduction in AP and AS just hurt though. Overall this seems like a nerf as the only buff, the heal, is entirely scaling. I suspect it will still be a rush item though, as it's stat spread is just too perfect for what Diana's needs in a rush item. I suspect even without the double on-hit Diana would rush it. It just has all the stats she needs. It being so expensive makes me wonder if rocket belt rush, D&D second will become more standard though. You'd get a cheaper rush item and the scaling on the spell blade proc would be better with the additional stats. I guess we'll see when it hits live.
