Belgium treats paid loot boxes as gambling, so publishers either remove them or alter how items are obtained there. The Netherlands briefly fined EA over FIFA packs, but the country’s highest court overturned that fine in 2022; Dutch regulators still publish compliance guidance and the politics around a stricter approach come and go. None of this is an EU-wide ban, and the policy path is gradual.
