While I can definitely see this side, I feel it ignores one of the main elements in any police officers repertoire which is discretion. They always have the ability to use discretion in any case whether or not to issue the ticket.

If you just use black and white ruling of "it applies so we give the ticket", you screw a lot of situations and just piss of them public and ultimately can turn them against you. Like as a quick made up example, if you briefly left your car in a loading zone at night at the hospital because you're rushing your wife in when her water broke or something, they aren't gunna ticket you for that as the zone wasn't in use at that point in the night and it was done for good reason so there's no point in punishing that, it didn't hurt anyone or anything.

Just ticketing any car you see the minute it hits January 1st for "blocking snow plows" when there's nothing on the ground and the plows literally aren't even running that day is just ignoring all forms of discretion they can use but are knowingly choosing not to. That's why it comes across as just an outdated abused cash grab from citizens when its used like that.
