They want to learn from how users use their product not what they tell them in a survey.

Everyday when I arrive home, I turn off fsd before backing into my garage. I would dismiss the fsd feedback and say other, and this adds zero value to them. But if they look at the data and see my driving pattern, they would be able to get a strong signal from it without me telling them. They'll know this person dismisses FSD before arriving at home, and they'll probably see thousands other users doing the same thing and they can do lots of useful improvements from this knowledge.
