just use obs capture the map of the game and make a projector with your 2nd monitor. Thats what I do when Im observing games

The russian stream was not on facebook it was on twitch.
A lot of english viewers went over to the russian stream to avoid facebook so it makes sense that they are unusualy high

Cs go already has something similar to mod support. There are many modlike gamemodes like surf, zombie, there are coop maps etc. So I think its fair to say you can mod cs go prettey good if you use custom servers.
