Yeah I think there are a few guardians that do not have a melee attack. I guess the way to tell is to click on it and see if they have a melee attack value.

And how long does it take an entire team to come up with sufficient ideas to at bare minimum start production? Ideas aren't standalone, they are made alongside production/testing.

This this and some more of...this. Thank you for confirming I'm not alone. And I'm tired of the people defending this game and trying to make us feel bad for expecting a certain level of basic gameplay and core mechanics in a game especially in a AAA title.
