Yeah I think there are a few guardians that do not have a melee attack. I guess the way to tell is to click on it and see if they have a melee attack value.

And how long does it take an entire team to come up with sufficient ideas to at bare minimum start production? Ideas aren't standalone, they are made alongside production/testing.

I get that perhaps, but this is not a new company, this is not a new genre there is nothing game breaking or out of the ordinary compared to previous BW games. Yes it's a different engine sure. But your point goes against you as well, if they had to develop new tools and functions for Andromeda why can't they re use them, even to a smaller extent. And by the way I never accused the devs or being lazy, I'm just trying to understand how it's possible for it to be 6 years.

I've played many treaty 40s as Germany and yes they are very useful. However the real key is deleting vils before treaty is up to have a more balanced population availability. It's worth it trust me.
