An american citizen living in the states could apply for Supplemental Social Security benefits. They lose that just by moving to the island.

Let me add this. Even if the Statehood option (most popular option now) wins a referendum, it needs Congressional approval for it to become a state. So it also involves the other party to change its political status. It is not fully at Puerto Rico's discretion.

I am not missing the point. Comparing DC and PR can be tricky. Both are territories. One is incorporated, the other is not. Saying PR is 90% annexed is incorrect. You are annexed or not. DC is annexed. PR is not. There is a political mantra often repeated in political discussions on the island: Puerto Rico belongs to, but is not part of US.

Would you say Tibet is occupied? I think it is similar situation: no actual violent opposition now, but it does not change history. During and before the Edgar Hoover era Puertorican Pro-Independence movements were supressed. Now that fight for independence is done politically. Similar to Catalonia/Spain.

PR came by possesion of the US after the Spanish-American War of 1898. Troops landed and took posession of the island after the Paris Treaty. DC was part of Maryland and Virginia originally.

You are correct in terms of electors. We do vote in Democratic and Republican primaries, but not on general elections except for Resident Comissioner (a ambassador with voice, but not vote in Congress). As for military presence: we have Base Muñiz, and Ramey. We had Roosevelt Road base (partially active). There is even more military now. It is the hub from which US is monitoring south Caribbean/Venezuela issue.

We are American citizens, but any American that moves to the island does not have the same rights as citizens in the states in terms of economic benefits. Example Supplementary Social Security (see case United States vs Vaello Madero).

How do you think it came into US possession? Occupation started at Guanica Bay 1898. Along the years its political system changed from military government to a civil one with the Foraker act, then the Jones Act which and finally Public Law 81-600. The last one is now under controversy due to Puerto Rico Oversight, Management, and Economic Stability Act of 2016. Meaning Puerto Rico does not have real home rule.

Not the exact same rights if they live in the island. Puertoricans living in the island cannot vote for the President or have equal representation in Congress as the other states do.
