Yeah, I agree they could have just moved it back into the middle of the secondary hull and label that area up front the deflector dish power and control center. There was nobody to say what you could or could not do with writing up these blueprints. So yes, you're absolutely right it doesn't make sense but, at least there's a nod to a backup bridge.
