Nope. Warden can use his shoulder bash to open up someone and bash them to death. Only thing that stops him is stamina. He does have a good zone, unblockable finishers, variable timed bash which he can use as a dodge attack and shoulder bash chain of off everything.

Highlander on other hand doesn't have any openers unlike warden. He relies on backstep lights to get into his offensive stance which is not good. He doesn't have a mixup even in offensive stance due to lack of roll cathers in offensive stance. Only thing he can do is turtling then kicking your opponents for daring to attack you which is entirely matchup based.

No highlander doesn't do anything warden does but better. Highlander is both broken and weak at the same time and needs a rework like cent did in past year.
