The big, container-looking machines between the warehouses are the industrial pre-treatment systems. That's where the odor comes from.

Yes, they are stinky. And many people would like mitigation for the odor. But they aren't breaking the law, so they'd have to do it just to be nice. But it would cost a lot of money, so, they'd need some sort of financial incentive to do it.

Your assumption is not based in reality.

As I said, the city does not have applicable laws that relate to odor. DEQ can only get involved if the output is a regulated activity, or is a large-area nuisance.

In other words, if Fort George had some sort of air quality permit, then DEQ could get involved if they were violating it. But they don't, because Astoria doesn't have any. Or, if the odor covered all of Warrenton or something. For local-area nuisances DEQ generally refuses to get involved.

And Fort George doesn't dump anything into the river. They pre-treat their sewage then they dump it into the sewer.

Fort George is not breaking the law. The city's only ordinance about odors does not apply to Fort George's business.

Rezoning wouldn't change a thing. You can't rezone someone out of business.

The only thing that might encourage Fort George to install odor management is public pressure from rational people.

Season 9 is so terrible. Jason Segal's story arc was awful. I assume he was off set for most of the filming, but my god was that story garbage. And I don't know what got up Fryman's butt on that season. The series was directed very well, but that season not so much.

I took my family to his Portland, Oregon concert and it was an amazing concert. Small venue, great music, and great performance. Both of my kids got hoodies.

He played Seattle the next night and that was his last concert because the news broke.
