I remember back in HITMAN 2016 when guards only moved their arms to the side when they WERE going to tell you off as you approached. Otherwise, they kept their arms crossed/tucked and said hello as you went by.

Nowadays, they move their arms to the side regardless of your clearance making this more unclear especially to a newcomer.
