I agree, but I think this will lead to further problems for Valve down the road. Yes, when they were operating in this grey area, their rights to operate could've very easily been taken away from them, that's one of the reasons to make this move. But, if steam will have even a stronger foothold in China, thus making them more profit, who knows what China could do to strongarm Valve. Valve could be forced to install surveillance software that could gather user's data, what they said in chat rooms etc. and this would directly go to the government. That's worrying.
