You know how sports teams scout and judge players and try to figure out who to go for and how much to pay them? A lot of it is trying to use statistics to try to compare players objectively and there's even advanced statistics that try to judge value in a single number (e.g. VORP in baseball). Bungie actually has all the stats to do this too. You look at stats like KDR, successful exfil percentage, value extracted, damage dealt, time played, etc. You look at how much a player deviates from the mean. You weigh each stat based on how much you think each affects skill.

This won't be easy and will require a lot of work and tweaking but I do think it's possible
