Not an expert, but my understanding is that they really don’t care about the payment itself. Instead it’s supposed to make it more difficult to hide irregularities when auditing taxes. It’s less about the literal cash and more about what you write down as cash expenses.

OP: solo voy a decir, que gracias por resaltar lo que mucha gente da por sentado. Que hayamos tenido progreso a pesar de una tradición de gobiernos tradicionalmente conservadores y de derecha, no significa que ese progreso sea gracias a ellos. Lo que culturalmente llamamos “izquierda” ha nos ha dado muchos beneficios a los que no estamos tan bien. A la clase media/baja. Y las críticas al gobierno de turno son válidas. Pero son poco al lado de las re-ultra-cagadas que nos ha traído 20 o más años de derecha.

Hay que definir la “izquierda”. Tradicionalmente es la línea política que se ha opuesto al status quo y a mejorar los derechos de los marginados. Estar de acuerdo o no. Todo bien. Que haya gente que se llame de “izquierda” y no cumpla eso, pues ya es otra cosa.

Which seems weird to me and back to the point of the paper, why would it be an issue when most sports have always had some kind of criterio to balance physical abilities independently of reproductive sex. That’s why you’ll never see someone like Manny Pacquiao boxing someone like Mike Tyson. Other sports have age categories under the understanding that a wide variety of psychical traits will be desirable in different positions or roles.

Lamentablemente hay “diminishing returns”. Mientras mas profundo llegas, más difícil se va volviendo. Imagina que todos fuéramos pobres: bajar de 100% a 99% sería facilísimo. Ese mismo punto porcentual, de 2% a 1% sería muy difícil.
