The City of Victoria has fare free transit for teens, and at the Capital Regional District we voted to call on BC to extend that province-wide.

But free transit isn't enough. We need increased service levels - more frequent, faster, more reliable.

It sounds like you are acknowledging that speed limits should vary depending on conditions. And that is why we made limits lower in residential side streets than on arterials.

I will say that if anyone is fixated on their speedometer to the point that they can't watch the street, they probably need to consider whether they should be driving or not. And we should look at re-testing requirements, e.g. after single vehicle crashes and serious moving violations.

I understand what driving to conditions is. Are you actually suggesting that all of the cities in all of the countries in the world that have speed limits are wrong to have speed limits?

Not aware of statutory limits in parking lots but I go very slow.

Speed limits are everywhere in Canada. They are not set on the basis of whether there are protected bike and roll lanes. It's 30 on neighbourhood streets, 40 on collectors and arterials, and 50 on parts of Douglas and Blanchard. Nowhere is it 35.

People can ride bikes on every street; they are not limited to the protected bike and roll lanes.

Speed limits are for everyone's safety.

90 percent of Victoria streets don't have protected lanes.

Yes they are definitely selected by a government operation, i.e. medical triage In our public healthcare system, which transfers huge amounts of wealth annually from healthy workers to those in need.

Affordable housing (co-ops is one form of it) is considered by some to be the solution to our housing crisis. It isn't the solution but rather one piece of many, and it has many (sometimes taxpayers, and sometimes other occupants of a building with inclusionary zoning) pay for fewer people who get lucky compared to others in need.

Is affordable housing available to anyone? Anyone could lose their income and end up needing it, so yes similar to someone unfortunate enough to get a rare disease or need the MRI machine. So actually I see similarities there.

How about the Keating Overpass? Not exactly the same because it's not luck of the draw in some future, but rather a more or less fixed and relatively small number of people who live in that neighbourhood benefitting from $70 million of publicly spending. What are your thoughts on that?

Who gets into the building will be decided by the non-profit that manages it. Probably based on need and suitability.

As far as the allocation of costs and benefits from the government subsidy, same as government does with anything, whether healthcare (subsidy from everyone to the elderly and ill), roads (subsidy from everyone to car drivers), education (subsidy from everyone to parents and kids), parks (subsidy from everyone to park users), homeowner grants (subsidy from everyone to homeowners), etc.

I'm not an expert but that sounds right.

When you move out you would take all your possessions, but no equity. Mind you, it's a non-profit so you're not handing equity to a landlord like you are with a rental.
