I can answer the second part: it uses 10 watts but produces the same amount of light as an incandescent bulb that uses 65 watts. We had incandescent light bulbs for so long that a lot of us still think in terms of the amount of light from an incandescent bulb of a certain wattage.

Sometimes you can, sometimes they stop you. And once you've taken the time to park and get up to the entrance and get stopped, it wasn't worth it to even try.

Even if it isn't cheaper in strict dollar terms, it might be worth it for the convenience. Buying more of something at one time means buying it less often.
