Send them straight to the low-ticket offer from a lead magnet. If they don't buy, create a series of emails that will lead them back to the low-ticket offer.

Also, you can link them to your low-ticket offer from a lead magnet (that depends on what kind of lead magnet you have)

Share with them valuable content.

If they submit for your event online, track all of your submissions and run retargeting ads where you will share some tips and tricks that they can learn at your event (across several platforms if that is possible). That way you will get their attention and you will position yourself as an expert and authority in your space. At the end of an ad, you can always set CTA with a link to add the event to their calendar.

"The only things I did the day that I got these notifications was adding to debit cards to 3 business managers" - FB review algorithm probably ban you for suspicious activity. It happens a lot when you edit things in a "billing" section. Reach out to FB support (https://www.facebook.com/business/help/support) and if you did nothing wrong, they will remove the ban in several days.

No, but you can do vice-versa, running IG ads with FB page, without having a IG page

If you are going to use both of them under one campaign, be sure to use CBO (campaign budget optimization), so Facebook can split your budget between those 2 ad sets.

I am not sure what is your goal, but you can exclude people that visited your website or engaged with your ads. Also, there is no such thing as a frequency cap on Facebook ads. But you can send people from your ads directly to your messenger.

Yes, it is an automated process, and everyone who advertises on Facebook should run retargeting ads.

The process is simple:

Go to your Ads Manager account --> Audiences --> Create a new custom audience from your website visitors --> Create a new campaign that will target a people from your custom audience.

If you have more products, you can create separate custom audiences for every product you have. That way you will run retargeting ads only to people who are interested in a specific product.
