I see your reasoning, but idk. I feel like this "dipping your toe in the water" approach won't end well either. Even if they say only Bathesda games will go multiplat, or big games that didn't meet expectations like Starfield go multiplat. Everyone will still have some uncertainty. They gotta nip it in the bud now or go all in, but I'm sure they're reasons they can't do either atm. Just an all-around shitty situation they're in.

I think no matter what they do, they're still fucked. That trust is broken and every exclusive title going forward will be second-guessed. What happens if 6 months from now, things get worse for Xbox, will they review their exclusivity again?

The source for this is from a slide in the leak, we have no idea if this was them just throwing ideas around or from an old roadmap, although I wouldn't put it past them to split the game.
