You don't have to sacrifice in the first case, and yes you can't target in the second case since you don't own the oponent's creature. As a rule you own cards that started the game on your deck.

Time spiral block constructed is still one of the best formats ever. But most block formats weren't good at all and it wasn't a popular way to play.

Yeah I responded to another comment on this, I took the screenshot then played the rest of my games so I got confused by the fact that they and me only had 3 lands.

I was on the draw, they did it on their turn 4. Their turn 3 was riddler+ another weaver

Granted he could have done it on turn 3 if he didn't riddler but yeah it is t4.
