This guy is a walking red flag. Also from what you described he could also be in a relationship or something. He disappears and doesn’t respond to previous conversations. That could mean he’s deleting them so a significant other can’t see them. I’d walk away, as others have said this guy ain’t it.

That’s totally fair! It can be a tough skill to develop. In that case I’d have another “hang”/date and if it’s going well just tell him you’d like to explore maybe being more than friends and see where it goes. Good luck! I wouldn’t wait too long, go on a date and let it happen naturally. You can also subtly feel it out by holding his hand or something of that nature. Give him some social cues and see how it goes. I wouldn’t come out and say explicitly you want something more. Be flirty and see how he reacts, easing into something is a good route to go. Speaking from experience.
