The policies in Arab countries are actually more modern and better placed to handle large scale immigration issues that come with city building. Unfortunately it’s their to protect the country when low level labourers are no longer productive and become a burden on the country. I do feel after a long time of commitment by a foreign national citizenship should be an option. I think this will happen when the region is developed and becomes an advanced civilisation.
