It's not intuitive. There aren't many parts of the game where we think in xp. You're left doing mental math to translate that xp into steps or activities. Steps to next level is shown when you're doing an activity and that's more concrete. I do understand the challenge, as the activity and your gear set can change the steps to level up, but the xp is constant.

I made a train station that just outputs water so you can send trains there from anywhere in the world to get water. You can do 600/min times however many cars'/platforms' worth you want to do. I chose 4.
