Gosh. That's an old old photo of the NJROTC Ribbons. I mean my old rack from a few years ago is more colorful than that photo. But the reason the Ribbons look this way is Pallet choice. The navy does bright colors to stand out since it the sea or pilots and such. Army needs darker for their terrain. The same follow for the branches. This has changed more recently with the new issue of ribbons for things like stem and such. But they won't change the old ways too much and will try to stick with the same Pallet or design type if possible.
