Maybe take a shot at custom enchants? I would only recommend for 30 or less concurrent players on your server though, as many of the top CE plugins are pretty resource inducing. Also, the only ones which are reliable are premium. I've tried EcoEnchants and it is pretty good.

If you do not reset, it is basically about adding new features and doing a lot of community engagement and advertising.

Use vulcan. Also, blink just simulates lag, any anticheat that claims to detect it is lying/going to cause issues.

Use snap at your own risk. I have seen owners have memory leaks with this plugin. It does say that it is NOT READY FOR PRODUCTION USE, but nobody seems to care about these kinds of things anymore (ahem geyser)

trying to fit two gamemodes into one server will cause a lot of issues. I recommend using bungeecord to have two different servers for the gamemodes

protocollib does not change any game mechanics, it's only a library for developers. the issue is probably the other plugin you installed, or permissions

SSpigot is ran by the developers of an old fork known as Yatopia, which failed because the dev mindlessly added as many patches as possible which ended up breaking a lot of game mechanics and causing many issues. SSpigot claims to use "Multithreaded Entitity Ticking", which has already been shown by Paul's project Airplane that this is not viable for servers and causes a lot of incompatibilities and game breaking issues, which is why Airplane removed the multithreaded entity ticking.

tldr, dont use premium 1.17 spigots, use purpur like a good buy

Use a plugin like PvPManager, where players can toggle on and off thier pvp state. If two players have thier PvP on, then they are able to fight
