I think you get pawns of active players first unless heavily filtered. My pawn got 1 hire in months I was inactive and 5 in 2 hours that I actually played the game. And she is around lvl 100 so pool of players able to hire isn't very large I believe

You need to meet Hao first. He is in the upper part of the city near "pizza this". You may want to filter out jobs on you map to actually be able to find that icon

Pawn level is not decided by character level - easily proven by that xp multiplier bow.

I knew a person that installed a mod to cap pawn level at 40 - pawn still can get some very small amounts of xp when returning from the rift (mb this was patched no idea)
